Presidential libraries are created by the ex-Presidents or their heirs, in JFK's case. They are not built by or maintained by the US government.

Hoover, was the first President to donate his papers to a library at Stanford University, from which he graduated.

FDR, established a library separate from his residence at Hyde Park during his presidency.

Both Hoover and FDR were wealthy men. They paid fro their libraries themselves.

Truman was not a wealthy man. He was nearly broke. There were no Presidential pensions, Secret Service protection or other Presidential trappings, when he left office.

The Truman Library was built through public subscription. The land was donated by Independence, Mo.

Libraries for the succeeding presidents followed a similar path.
