So I see even they said that initially, after the one-way conversions of First and Second, they were M-13 going up and M-15 going down before, under the TA, both sides used the M-15 designation. (Which paved the way for the TA-created M-13 Journal Building shuttle which lasted from 1954 to 1966.)
